DESCRIPTION
This photo was taken from Fry Hill looking northward across downtown Salem, Oregon, in 1890 when the creeks normally entering the Willamette River on the south end of downtown were backed up and flooded several blocks inland. Smokestacks from the mills on the waterfront are seen on the left and the Marion County courthouse can be seen in the distance on the right. The partial bridge in the foreground that the submerged house is resting against appears to have been Liberty Street and the houses on the right would have fronted on High Street. Fry Hill was named for Dan Fry whose home was at the top of High Street just south of downtown.
