During some of the depression years the top floor of Salem's city hall was used to house a mixture of homeless men and transients. The police chief at that time was John Minto, a descendant of pioneer John Minto. The living quarters were facetiously called Hotel de Minto. The men in this picture are being served a meal which was cooked at the location. Note the tin cups used as part of the table service.
